不妨先来看个“案例”今年２月，西方舆论炒作中国在西沙部署导弹问题。时间选在美国－东盟领导人非正式会议期间。方式则是全线出击：２月１６日美国福克斯新闻网率先发表所谓“独家报道”，爆料中国在西沙永兴岛部署“红旗”－９防空导弹；１７日美国国务卿、白宫发言人、太平洋司令部司令又同步发声，攻击中国在南海加强“军事化”；当天日本政府代表也出面表示“严重关切”；之后，美国智库战略与国际问题研究中心曝光一组卫星照片，称中国在南沙建设高频雷达，继续放大“中国威胁”。
