然而在2007-2008年金融危机之后，主要发达国家过去采取的一些政策开始逐渐遇到瓶颈。具体可以关注我们的深度报告《资本过剩的年代》系列的第二篇和第三篇。当前全球整体的格局是怎样的呢？简而言之，做实业的人不想借钱。2007-2008年的金融危机之后，美国的企业部门第一次成为资金的净融出方，这是一个非常值得思考的问题。在传统的经济学模型是中，居民部门是净储蓄的来源，居民部门把资金存入银行，这些资金通过银行进入企业部门。因而在传统的经济学模型里，居民部门是资金的融出方，而因为企业需要借钱经营，所以企业部门通常是资金的净借入方。然而2007-2008年金融危机之后，美国企业部门净融出资金占到GDP的1%左右，也就是企业部门在这个时点上并不需要资金，因此才会出现有些企业不断回购股票，将资金还给投资者。站在企业家的角度，资金的价格便宜，为什么不借钱呢？因为企业家发现没有比较好的投资机会，没有找到新的增长点。从另一个角度出发，回顾美国过去三次经济危机之后劳动生产率恢复的情况，可以发现2007-2008年金融危机以来的这段时期，是过去三轮危机中美国劳动生产率恢复最慢的。如何理解这个问题？像美国这样的经济体在资本稀缺时，央行注入资本，长期来看对经济增长是有好处的。但目前的问题是：一方面，经济很差，没有好的投资机会；另一方面，央行在不断的释放流动性，这个过程中导致资本过剩，资本过剩的结果是什么呢？就是所有人都变成了金融市场中的投资者。
